Italian Prime Minister Giorgia Meloni’s Diplomatic Efforts in Berlin: A Step Towards Peace in Ukraine
Italian Prime Minister Giorgia Meloni recently landed in Berlin, armed with a dossier outlining significant pushes in the negotiations for a peace plan in Ukraine. As she entered the offices of the German Federal Chancellery, she expressed her satisfaction with the framework of the peace plan, which includes security guarantees borrowed from Article 5 of NATO, an idea she claims to have put on the table first. According to NATO’s official website, Article 5 is a cornerstone of the alliance’s collective defense commitment, stating that an attack on one member state is considered an attack on all member states.
Meloni’s meeting in Berlin serves to confirm the cohesion between Europeans, Ukrainians, and Americans in their efforts to find a peaceful resolution to the conflict. Prior to the summit, she had a brief conversation with Jared Kushner, one of former US President Trump’s envoys. The late afternoon summit, which included a working dinner, was preceded by several preparatory meetings between US and Ukrainian negotiators and the National Security Advisors of Germany, France, the United Kingdom, and Italy, with Fabrizio Saggio, diplomatic advisor to the Prime Minister, in attendance. As reported by Reuters, these meetings aimed to define a framework for peace, accompanied by credible and robust security guarantees and a medium-long term perspective for the reconstruction and economic rebirth of Ukraine.
Security Guarantees and Financial Support
According to Italian sources, the security guarantees proposed by Meloni months ago, which were initially deemed impossible, are now considered crucial. The Americans have supported these guarantees, and other European countries are also on board. The summit’s budget will be a key focus of Meloni’s communications to the House and Senate on Wednesday. She will also discuss the use of frozen Russian assets for a loan to Kiev, a topic that will be addressed at the EU Council. As stated by the European Central Bank, the use of frozen assets for financial support is a complex issue that requires careful consideration.
The Italian government has asked that other hypotheses of financial support be evaluated in Brussels, and on Thursday, it will pose a limit to the EU Council: any solution must not affect the constraints of the Stability Pact. As explained by the European Commission, the Stability and Growth Pact aims to ensure that EU member states maintain sound public finances and coordinate their economic policies.
A Commitment to Diplomacy and Sanctions
The draft resolution that the centre-right will vote in the Chamber after Meloni’s communications urges the government to “ask the European Commission for an in-depth examination of the legal and financial aspects of all the financing options on the table, reiterating that Italy, which with considerable commitment has earned the prospect of an exit from the excessive deficit procedure, will pay particular attention to the issue of the current and future impact on public finance balances.” The resolution also confirms the commitment to use “all the tools of diplomacy, including sanctions”, to push Moscow to sit at the table. As stated by the Council of the European Union, sanctions are an essential tool in the EU’s foreign policy, aimed at promoting peace, stability, and human rights.
While there are no explicit references to the further shipment of weapons to Ukraine in the draft resolution, Meloni has already assured that the extension of the authorization will arrive by the end of the year. The League, led by Matteo Salvini, would like the text of the decree to have some sort of flexibility, so as not to appear anachronistic when an agreement is found. As reported by Bloomberg, the situation in Ukraine remains complex, and a peaceful resolution will require continued diplomatic efforts and cooperation among all parties involved.
