Boosting Healthcare in the South: Increased Funding and Resources

The 2025 National Health Fund (Fsn) has been allocated, with a total of 136.5 billion euros to be distributed among the Regions and autonomous Provinces. This significant investment aims to guarantee citizens access to essential healthcare services, including increased resources for the South, allowances for doctors and nurses, and funds to stabilize the “Service Pharmacy” initiative. The Interministerial Committee for Economic Planning and Sustainable Development (Cipess) approved the distribution of resources, marking a substantial increase in funding for the National Health Service.

The Undersecretary of Health, Marcello Gemmato, and the Undersecretary with delegation to the Cipess, Alessandro Morelli, outlined the measures at the end of the Cipess meeting at Palazzo Chigi. Gemmato emphasized that the 2025 budget “confirms the significant increase in resources for the NHS, with funding of over 136.5 billion euros,” and that the 2026 budget will reach 143 billion euros, ushering in “a season of investments for public health.” The Southern regions will receive 680 million euros from the FSN over the three-year period 2023-2025, with an increase of 229 million euros.

Targeted Funding for Critical Areas

The new distribution criteria for the Fund take into account the mortality rate under 75 years of age and the deprivation coefficient, which considers individual relative poverty, low education levels, and unemployment rates. These parameters have determined an overall increase in resources towards the South of approximately 229 million euros. Morelli highlighted that the FSN includes “2.5 billion euros more than the previous year” and introduced a new distribution criterion for the premium share, which attributes greater resources to territories that require attention, such as Abruzzo, Basilicata, Molise, and Calabria.

A portion of 25.3 million euros will be allocated for the extension of testing for pharmacy services, which will become structural with an annual financing of 50 million euros in the 2026 Budget Law. Significant resources will also be dedicated to the valorisation of healthcare personnel, including 500 million euros for the increase in the exclusivity allowance for medical, veterinary, and healthcare management staff, 370 million euros for the increase in nursing specific allowance, and 340 million euros for the first aid allowance.

Community Homes and Future Developments

The launch of community homes, a cornerstone of the territorial assistance reform, is set for June 2026. The South is still lagging behind, but the regions have a margin to make up for it. This year, the hiring of 6 thousand nurses and a thousand doctors is expected to make community homes operational. The Minister of Health, Orazio Schillaci, emphasized the need for some regions, such as Puglia, to accelerate their efforts, while encouraging regions with greater difficulties to overcome obstacles and reach targets.
