The new strategy lists defending the US homeland as its top priority, above the Indo-Pacific region. However, the document emphasizes that this does not signal a tendency towards isolationism. Instead, the US will prioritize its national territory and deterrence against China, while also increasing burden-sharing with its allies and partners.

According to the document, “Russia will remain a persistent, but manageable, threat to the eastern members of NATO for the foreseeable future.” The strategy also notes that while Europe remains important, its share of global economic power is decreasing, and therefore, the US must prioritize its national territory and deterrence against China. The Pentagon foresees a “more limited” role in deterring North Korea, with South Korea taking primary responsibility for the task. This is significant, as South Korea hosts approximately 28,500 US troops and has increased its defense budget by 7.5% for this year.

The document emphasizes the importance of increasing burden-sharing with allies and partners, stating that “South Korea is capable of assuming primary responsibility for deterring North Korea with critical but more limited support from the United States.” This shift in focus is likely to have significant implications for US defense policy and its relationships with its allies in the region.

Enhancing the US Defense Industrial Base

The new strategy also prioritizes enhancing the US defense industrial base, which is critical for maintaining the country’s military advantage. This will involve investing in new technologies, improving procurement processes, and increasing partnerships with private industry. By strengthening its defense industrial base, the US aims to stay ahead of emerging threats and maintain its position as a global leader in defense and security.
