Boosting Healthcare: Prevention, Staffing, and Funding
The Italian healthcare system is set to receive a significant boost, with a focus on prevention, staffing, and funding. According to recent amendments approved in the Senate Budget Committee, the standard national health requirement will see an increase of 2,382.2 million euros for the year 2026, 2,631 million euros for the year 2027, and 2,633.1 million euros per year starting from 2028. This increase is a welcome move, as it will enable the healthcare system to better cater to the needs of its citizens.
Prevention Takes Center Stage
Prevention is a key area of focus, with Amendment 64.3 allocating 238 million euros starting from 2026 to strengthen health prevention. This will involve extending and improving access to various innovative diagnostic tests, including genomic tests on liquid biopsy samples for breast cancer, genomic profiling of advanced-stage ovarian cancer, and early nutritional screening programs for cancer patients. Additionally, funds will be allocated for the development of Next-Generation Sequencing tests for the diagnosis of deafness and the profiling of rare diseases.
Neonatal Screening and Chronic Diseases
A fund of 500 thousand euros has been established at the Ministry of Health for each of the years 2026 and 2027 to finance regional projects for new neonatal screenings not yet included in the list provided for by law 167 of 2016. This includes green light for the financing of neonatal screening for metachromatic leukodystrophy (MLD) in all regions. Furthermore, a national program on chronic-degenerative eye diseases and a plan dedicated to the main rheumatological diseases will be launched, and mammographic screening for breast cancer will be strengthened to extend it to women aged between 45 and 49 years and between 70 and 74 years.
HIV Prevention and Environmental Pollution
A further amendment allocates 1 million euros per year from 2026 to expand access to pre-exposure prophylaxis (PrEP) against HIV. Another amendment provides for the establishment of a fund of 1 million euros for each of the years 2026 and 2027 to finance screening and prevention programs for pathologies related to exposure to environmental pollution factors, with particular attention to sites of national interest for reclamation.
Staffing and Funding
The deadline for completing the hiring of staff recruited during the pandemic emergency is extended to 31 December 2026, expanding the range of beneficiaries to include workers from outsourced activities who have carried out technical and administrative functions. Specialist doctors will also be able to carry out tax visits on behalf of the INPS, in the event of a shortage of tax doctors. However, the Fund’s allocation for innovative medicines will drop by 140 million from 2026, by over 1 billion.
Additional Funds and Initiatives
Ad hoc funds have been established, including one of 1 million euros per year from 2026 to 2028 for the prevention, information, and treatment of celiac disease, and the fund for pediatric mobility of 500 thousand euros per year for 2026 and 2027 to support families forced to move outside the province for the care of their children. A fund of 2 million euros per year for the prevention and early diagnosis of obesity in adolescents has also been created.
