The Delrio bill on anti-Semitism reaches the commission

Introduction to Graziano Delrio’s Bill on Anti-Semitism

Graziano Delrio’s bill on anti-Semitism has been a topic of discussion and division within the Democratic Party and the center-left in recent months. The bill has begun its parliamentary process, with its inclusion in the Constitutional Affairs Committee of the Senate. It will be combined with three other proposals already filed, and the same number could arrive. This development has sparked two different attitudes among the parties involved: those who want to proceed quickly with the law, such as Fi or Iv, and those who advocate for an in-depth analysis given the sensitivity of the matter, such as the Democratic Party.

Parliamentary Process and Approaches

The rapporteur Daisy Pirovano (Lega) illustrated Delrio’s proposal, as she had done with three other proposals presented by Massimiliano Romeo (Lega), Ivan Scalfarotto (Iv), and Maurizio Gasparri (Fi) in the weeks preceding Christmas. The next step will be the conclusion of the hearings on January 13, when the last six experts will be heard after the four previously heard. Two different approaches have emerged on how to proceed with the comparison: either adopt one of the bills as the basic text and move forward with the amendments or create a select committee that draws up a unified text to continue with the amendments only afterwards.

Preferences and Concerns

Both Gasparri and Scalfarotto have declared that they prefer the first route, the quicker one of adopting a basic text and subsequently presenting the amendments. In contrast, PD group leader Andrea Giorgis has expressed a preference for the select committee route and has asked for further hearings to be held. Additionally, Giorgis has noted that given the probable arrival of other provisions on the matter, the people already heard will be heard again on the new proposals. Delrio, the reformists of the Democratic Party, Action with Marco Lombardi, and the Autonomies group, with Luigi Spagnolli, also support accelerating the process.

Conclusion and Next Steps

Scalfarotto hopes for the green light from the commission by January 27, Holocaust Victims Remembrance Day. Gasparri has stated that he does not have “date syndrome” but is still aiming for “a rapid approval of the law, without delays.” As the bill moves forward, it is essential to consider the sensitivity of the matter and the need for a thorough analysis.
